Trained 17 PhDs who have continued their academic research activities.

As Chair of the Qualification Committee of the University’s Measurement Engineering Research Area (1996-2010) and later of the PhD Committee for Measurement Engineering (10T), he initiated and participated in the development of the PhD programme in Measurement Engineering (10T). He organised the development of the PhD modules and the quality assessment of the studies, research and dissertations.

Developed the Master’s degree programme in “Measurement Engineering” at KTU.

Key scientific publications, inventions

Prepared and published about 140 scientific papers, including 18 inventions (including works at Kaunas Research Institute of Radio Measurement Techniques). With co-authors, prepared and published articles in publications indexed in the Web of Science database with citation index in international and national publishers. He has led research projects with economic entities with a total volume of up to EUR 150 000 on average each year (2005-2012).

Scientific presentations

Presented papers at international conferences in France, USA, Germany, Czech Republic, Bulgaria, etc., as well as at many conferences and seminars on Lithuanian industry, economic challenges and problems.

Scientific and business links

In 1996-1998, R. P. Žilinskas initiated and coordinated the National Programme “National Metrological Provisioning System”, which was carried out by 9 scientific institutions.
He drafted the regulations and established the Institute of Metrological Expertise, which later became the KTU Institute of Metrology, and was its head. The Institute was recognised as a centre for metrology research and experimental development and carried out expert examinations of verification and calibration methodologies for measuring instruments before approval by the MoE. For complex measurement systems, the Institute developed metrological assurance methods and tools, and developed original verification methodologies for orders from economic operators, the volume of which amounted to EUR 100-150 thousand annually. R. P. Žilinskas was the scientific supervisor of most of these works.
He was actively involved in the development of the Lithuanian metrology system and national standards, and was Deputy Chairman and Chairman of the Lithuanian Metrology Council (1996-2006). Together with his team, he revived and created the national system of bailment of units of measurement, and re-established the system of transmission of the standard network, which still exists in Lithuania today.
He chaired the working group for the development of the Lithuanian Law on Metrology (the version approved by the Seimas of the Republic of Lithuania in 2006 was in force until amended in 2018).
He drafted the Comprehensive Programme for the Training, Retraining and Improvement of Qualifications of Lithuanian Metrology Professionals in the Transition from the Soviet Metrology to the Modern International System, which trained 411 metrologists-inspectors for metrology centres and company inspection laboratories in 1998-2012.
Developed a metrology engineer intensive study programme and organised studies for metrology centre engineers (44 engineers graduated in 2000-2003).

Awards

Winner of the 1985 USSR State Prize for the development of the principles of microprocessor-based MB circuit analysers;
1987 Honored Lithuanian Scientist;
2012 Silver Medal of Kaunas City Mayor Juozas Vileišis.

Acknowledgements from the State Metrology Service for sincere cooperation and goodwill assistance in the development of the Lithuanian metrology system.

Educational activities

Represented the University many times at industry and government events. He has been appointed to participate in the Metrology Council, Metrology Council, benchmark evaluation commissions, events, has been invited to speak at the events of the Lithuanian Seimas, personal meetings with members of the Lithuanian Government, Presidents of Lithuania, etc. He has participated in television and radio programmes on scientific issues. Presented scientific and science popularisation presentations at science and study exhibitions, events, seminars and conferences. Published articles on science and science popularisation in renowned journals, newspapers, internet portals. Initiated and carried out important national projects in the field of metrology and measurement.

The title of Professor Emeritus was conferred for many years of productive scientific, organisational and study activities, and for services to society and the University.
