The Lithuanian Panel Social Survey (LIST) is a longitudinal social research project designed to collect representative and high-quality data on Lithuanian society and its development.
The aim of the survey is to create a reliable and robust data foundation that enables a deeper understanding of long-term changes in public opinion and behavior, supports evidence-based policymaking, and facilitates policy evaluation.
LIST is implemented as a longitudinal panel survey, in which the same respondents participate consistently over time. It is the first large-scale longitudinal study of social attitudes, values, perceptions, and behavior ever conducted in Lithuania.
The survey is carried out annually through four quarterly waves. It focuses on strategic indicators that are important for the country’s development and that are not measured by other longitudinal national surveys.
The LIST questionnaire consists of 12 thematic modules reflecting the most important areas of Lithuanian societal development and anticipated challenges, such as threats to national security, growing inequality, the adoption of new technologies, and other emerging issues.
Each quarterly wave is planned to include a rotating module, with questions developed in response to the needs of the Government of the Republic of Lithuania, ministries and other public institutions, as well as expert recommendations from the academic community. This approach will provide public authorities with timely data on significant social, political, economic, and other developments affecting society, enabling them to make informed, data-driven decisions.


Project results:

Data collected in the LIST project will be continuously analyzed, and research findings will be transformed into insights and recommendations. Based on the LIST data, quarterly and annual analytical reports will be produced, monitoring indicators for the Lithuanian Progress Strategy “Lithuania 2050” will be calculated, and recommendations will be provided to public policy decision-makers. The first results from the LIST survey are expected to be available in the first half of 2027.

Analytical Reports and Recommendations
Analytical reports based on the LIST data will be prepared for public policy decision-makers and the general public. The survey findings will be used to develop policy recommendations and policy briefs.

Scientific Outputs
The LIST data will serve as the basis for an in-depth analysis of Lithuania’s development, culminating in the publication of a scholarly monograph. In addition, methodological training on panel data analysis will be organized, and research findings will be presented at scientific conferences.

“Lithuania 2050” Monitoring Indicators
Each year, the LIST data will be used as the monitoring indicators of the “Lithuania 2050”, including trust in Lithuanian institutions and organizations, subjective self-assessment of health, informal social networks, personal resilience, and other key measures. These indicators will be regularly published on the Official Statistics Portal of the State Data Agency.
