Dissertation examines the development of urban planning in the First Republic of Lithuania (1918–1940). Based on archival research, the phenomenon is studied through three layers – institutional, discourse and physical. The development of the institutions and statutes regulating urban planning, the organizations that influenced the processes, the evolution of the discourse, the features of the prepared plans and the reflection of all these elements in practice are revealed.
