Annotation: Government institutions increasingly face complex policy problems. However, traditional performance management systems were largely designed for stable environments and often emphasize predictability and controllability of change. This dissertation studies what governance mechanisms for collaboration can be integrated into performance management to strengthen the capacity of government institutions to address complex public policy problems. It addresses the limited understanding of how collaborative governance can be integrated into performance management, thereby supporting government institutions in dealing with complexity. A sequential mixed-methods design with qualitative emphasis was employed, combining a survey of Lithuanian central government institutions, document analysis, and semi-structured expert interviews. The findings show that governance mechanisms emerge through the interaction of collaborative governance and performance management and enhance institutional capacity by strengthening the ability to anticipate future challenges, incorporate diverse problem frames and solutions, and promote deeper organizational learning. The dissertation develops the theoretical framework for government-wide performance management in the context of complexity by conceptualizing governance mechanisms for collaboration and explaining how they can be integrated into performance management routines. The framework also demonstrates how these mechanisms strengthen institutional capacity for addressing complex policy problems.
