Annotation:

The concept of smart public governance has just recently appeared in the literature of social sciences. The fragmentary analysis of smart public governance and the variety of its definitions (in different contexts) do not reveal the originality and complexity of this concept. This topic has not been sufficiently analyzed but is denoted by great theoretical and practical significance. Thus the scientific problem of the dissertation is reflected in the following questions: how could the conception of smart public governance be defined through the main dimensions of smart public governance? What determinants influence the expression of smart public governance dimensions? The aim of the dissertation research is to substantiate the dimensions of smart public governance by revealing their determinants.
In this dissertation the concept of smart public governance was newly defined and the dimensions of smart public governance were distinguished; the methodology of the research of the expression of smart public governance dimensions were constructed and substantiated; the determinants of the expression of smart public governance were distinguished and the development trends of smart public governance dimensions in Lithuania were identified.
