Annotation:

The main factor guaranteeing regional competitiveness is innovativeness, which is determined by absorptive capacity of subjects, acting in a regional innovation system. Absorptive capacity is the essential functioning condition for the institution as the innovation management coordination unit and the assumption for operational efficiency and effectiveness of the institution, as a separate subject, obliged to learn, how to develop this capacity. Small countries, including Lithuania, seeking for regional development and cohesion, must understand its regional peculiarities and use various measures for the promotion of their absorptive capacity’s development. This implies the aim of the research – to substantiate the model of absorptive capacity’s development of regional innovation system, identifying institutional factors.
The thesis submits several significant approaches: newly conceptualized absorptive capacity in the context of the regional innovation system; substantiated theoretical model for development of absorptive capacity, as the mechanism of knowledge access, anchor and diffusion, in small country’s regional innovation system; prepared methodology for regional innovation system’s absorptive capacity analysis and development, the system of analysis’ indicators; the theoretical model, verified in real conditions, according to the quantitative and qualitative access of case studies; and identified asymmetries, which reduction needs efforts and targeted activity of regional innovation system’s institutions.
