Annotation: The dissertation clarifies the concept of the creative industries and systematizes the major factors promoting the development of the creative industries. A conceptual research model for evaluating productivity in the creative industries in terms of innovation was developed by integrating macroeconomic environment, human capital, infrastructure, and government policy factors. This model complements the productivity evaluation methodologies that are available both in practice and scientific studies. The creative industries productivity evaluation in terms of innovation index (CIIP) was developed. CIIP is a complex index that evaluates productivity in the creative industries in terms of innovation by considering a macroeconomic environment, human capital, infrastructure, and government policies. The CIIP index allows to compare different countries, monitor their changes over time, assess the advantages and disadvantages of creative industries in a country and group countries in terms of their productivity. The CIIP index, estimated for each EU member state, allows to compare states by their productivity in the creative industries in terms of innovation.
