Annotation:
Municipalities often come to decisions to build or purchase residential buildings without considering the options to optimize or rent the necessary premises. Such tendencies reveal that municipalities lack strategic management tools for facility management, e.g. systems for assessing the suitability of buildings for their functions, methods of technical and functional criteria monitoring and assessment, collection and assessment of data and decision making regarding the RE use model.
The aim of the work is to develop methods for managing municipal residential buildings. A model for managing municipal residential buildings was developed which encompasses a system of requirements for the buildings, assessment of compliance of the buildings with the set requirements, rating of the buildings based on their compliance with the applicable requirements and assessment of the decision-making on alternative possibilities of RE management. A criteria system for the assessment of municipal residential buildings based on construction regulations, municipal functions and public administration requirements was developed. The significance of the compliance of the buildings with these requirements was determined.
The model was applied in practice to assess the social housing of Kaunas Municipality. The suitability of the model for the formation of the priority queue of the alternative facilities of social housing was substantiated by the received objective and qualitative indicators of building assessment, data processing using recognized methods of analysis, economic calculations and the suitability of the received results for use in the decision-making process regarding the suitability of buildings for specific functions.
